The evaluation will focus on the coherence of DFID’s institutional arrangements with the Paris Declaration (PD) principles and commitments.  In accordance with the methodology to be used for all of the donor evaluations for the Accra High Level Forum, it will focus on three institutional dimensions: commitment; capacity; and incentive systems.  The evaluation report will be structured around these three themes.

The evaluation will assess the intended and unintended consequences of implementing the PD, as well as any departmental or regional variations that might have emerged. It will also address whether DFID has mainstreamed gender in its approach to PD implementation.

Being an institutional review at HQ level, the evaluation approach is not designed to generate a detailed analysis of DFID’s performance against individual PD commitments.  Rather, it looks at DFID’s fitness for purpose as an organisation to implement the PD as a whole. However, the Agulhas team will take note of DFID’s overall performance against particular PD principles.  Findings on effectiveness will be presented in tabular form, against the five PD principles, in an annex to the main evaluation report. 

Whilst an HQ evaluation, the evaluation will gather insights from partner country voices in six case study locations, decentralised as well as UK based staff, and UK civil society.
