Matthew Lockwood
Senior Consultant

Matthew provides high level policy advice to governments and international civil society organisations.

He has worked for Oxford, Cambridge and Sussex universities, and has been a research associate at the University of Dar es Salaam and also at Ahmadu Bello University in Zaria, Nigeria. Since 1996, he has held several senior policy posts in international NGOs. He was head of international policy at Christian Aid, leading analysis of debt, trade and corporate social responsibility. He was also subsequently head of policy and campaigns at ActionAid. He has also worked for Save the Children-UK and for DFID. He has also acted as a consultant for a range of organisations including the World Bank, UNICEF, Comic Relief, the Design Council and the London Development Agency.

Matthew is an Associate Director of IPPR. In the last four years he has also developed expertise in climate change policy, acting as an adviser to the Deputy Mayor of London, and to the London Climate Change Agency. 

He has particular experience in Africa, having worked in and on the continent for over 20 years. He is the author of the influential book `The State they're in' which shifted policy towards fragile states. he is also the author of a number of articles on cliamte change.
